Local government system of 2001 to cover the whole of Sindh province

Ok so just a day after the first announcement of the restoration of the Local Government system (not the CDGK of syed mustafa Kamal ) of 2001.Now comes the decision of extending the same system to the whole of Sindh province and giving up the recently introduced Commissioner System of the older times.This move has come at a time when most of the Sindh and Sindhi's are expecting a breakup of the Province.
The 18th Amendment to the constitution of 1973 passed recently has paved the way for more constitutional reforms and administrative changes in the constitution of Pakistan through this Parliament and the coalition government which were not possible ever before.Fortunately a consensus has developed among the political forces of Pakistan that the Administrative division of the provinces is necessary for good governance and could not harm the integrity of Pakistan.The masses are obviously frustrated due to the complete failure of the systems they want change any change not previously tried.
