Bilawal Bhutto Zardari to contest elections from lyari,Karachi

Yesterday The president of Islamic Republic of Pakistan and the co-chairperson of the ruling Pakistan Peoples Party Mr Asif Ali Zardari announced that his son and party leader will contest the next general election from lyari the troubled area of Karachi.



Ok so it is one of the most un prudent decision of mr zardari. Lyari used to be a stronghold of Pakistan Peoples Party but now things have changed a lot.First of all the law and order situation has been so badly affected all or any development work in that area.there are well-known no-go area's where even the law-enforcing agencies and police don't dare to go.How can we expect an NRP political aspirant to get the same overwhelming support that his grandfather ZAB or his mother Benazir used to enjoy from the single minded  poor followers of the most down trodden and the oldest slum of Karachi.
I am sorry but I am so totally against this  Rhetorical announcement .To me the life and security of  surviving Bhutto-Zardari's is more important than any political career move.

Polling in Karachi for 2 AJK seats by NRK's

Polling is being held today in Karachi for the By-election of La-30 and La-36.The election on these seats was postponed during the general elections for Azad Jummu and Kashmir legislative assembly earlier.which led to a protest by MQM and choosing to part ways with the PPP led coalition government.Now in a not very surprising move President zardari has offered to withdraw PPP candidates in favor of MQM in a bid to get MQM's support for his government and hopefully changing the mind to join back the coalition.MQM's chief in london ordered the resigned (never accepted) Governor of sindh Mr Ishrat ul ibad to return from dubai and resume office Which he did yesterday.
So chances are that with the support of PPP ,muslim conference and the  Government ,MQM's candidates will easily win these two seats reserved for the non resident kashmiris (NRK) living here in karachi.

The pillion riding ban in Karachi

Karachi is a rapidly growing Megapolis with severe lack of means of transportation.Every Morning People from different walks of life need to get from one place to another on different modes and means.Not everybody can have and afford a car to go to his work,job,school,shopping or socialising.The majority still uses the public transport which is in a very bad shape.Most people prefer to have their own two wheeler motor bike instead of a the slow and shabby public transport.The number

of motorcycles is also growing very rapidly in Karachi.
Unfortunately the motorcycles are also used by the terrorists and criminals for their Anti-social activities and disturbing the peace and law&order of the city.So the Government on the request of Law enforcing agencies orders a temporary ban of pillion riding time and again which means that only one person per motorcycle can ride.The secondary rider on the back seat is not allowed.Such Ban causes many hardships for so many people who donot own a motor bike or cannot drive a motor bike such as older people and school college students.
Luckily woman and female secondary riders are allowed during the Pillion riding ban.The general idea of this ban is that a person sitting behind the rider may not be able to use a weapon to fire upon the crowds indiscriminately or to use the

motorcycle to run away from a scene of a crime with a help of an accomplice on the motorcycle waiting for him nearby.  Some troubled areas in Karachi have such narrow streets that only a motorcycle can easily pass through which is often very helpful for the terrorists and criminals and makes it extremely difficult for the chasing police and other law enforcing agencies.

Implementation of the 18th Amendment

          Often People unaware of the principles and working of a rigid Constitution in a parliamentary form of Democracy asks "what is the purpose of a commission or committee..?".
They feel that a Parliamentary or judicial commission is formed to delay a matter or to avoid till it is forgotten .
That is not the case . We all know that a Constitution is a very rigid document especially when it supports a weak democracy.A constitution cannot be changed or altered without a thorough process which includes both legal and political will and understanding of the majority .In practice a football player or a green grocer may not be fully aware of the constitution or the changes in the constitution but their consent is essential.That consent is usually communicated through the general elections and the elected representatives.The elected member of parliament votes on the bills in the special proceedings of the parliament after the debates and points of orders.These debates in the parliament usually build up the consensus among the electorates and the general public. The opposition often see it as an opportunity to affect the government or the ruling party's approval rating and popularity among the electorates by highlighting the negative aspects of the bills proposing any change or amendments in the law or constitution.
   
             Last year in April 2010 The parliament of the Islamic Republic of Paksitan passed a historic  18th amendment in the constitution of Pakistan of 1973.

Now due to the aspiring opposition then a part & parcel of the ruling coalition of PPP-PML(N) -MQM -etc etc .The Honerable members of the parliament were facing a very embarrassing crisis of having their degrees and documents of the educational education scrutinized. Many degrees were found to be fake.Some members had to resign other fought back and had the educational qualification condition removed  and got re-elected.The important lesson we learned here is that the removal of this condition was done purely on the political pressure from within the ruling coalition which does not exists anymore and that the condition was introduced on the recommendation of a commission or committee by the former government of PML(q) which now  openly supports the ruling PPP government.

          Soon after the 18th Amendment was passed and signed by the president of Pakistan a commission was formed for the implementation of the 18th Amendment under the chairmanship   of a senior parliamentarian Mr Raza Rabbani of PPP.
The Commission comprised Senator Raza Rabbani (chairman), Senator Ishaq Dar (Deputy Chairman), Naveed Qamar, Waseem Sajjad, Rehmat Ullah Kakar, Afrasyab Khattak, Farooq Sattar, Dr Abdul Malik, Aftab Ahmad Khan Sherpao and Khuda Bakhsh Rajar.
Two members of commission including Aftab Ahmad Khan Sherpao and Senator Ishaq Dar had already quit commission due to differences.
         Recently the commission presented its report to the government and seized to exist. and since it was already late so now the government has started acting on its recommendations.The most important and historic thing is that The government has abolished seven federal ministries, transferring their powers to the Provinces, for the following sectors: religious minorities, food and agriculture, health, environment, labor, women's development and sports.
